Why The Paralegal Institute Was Founded

California's Central Valley has long needed greater access to professional legal education that reflects the expectations of today's legal profession. While educational opportunities exist, there remains a growing demand for instructor-led programs that combine practical legal knowledge with real-world professional experience.

The Paralegal Institute was created to bridge that gap by bringing together experienced legal professionals, educators, and community partners to deliver education that prepares students for today's workplace while supporting the future needs of the legal community.

The Paralegal Education & Training Institute is an independent nonprofit organization. Its educational programs are administered by The Paralegal Institute in partnership with the University Business Center at the Craig School of Business, California State University, Fresno. The Paralegal Institute 's Professional Certificate is a non-credit credential issued by The Paralegal Institute and does not confer university academic credit.

Joanne T. Allen, MBA

Co-Founder / Co-Director

Joanne Allen co-founded The Paralegal Institute with a vision to strengthen the legal profession through high-quality, instructor-led education. She is committed to creating meaningful learning experiences that prepare students for professional success while promoting excellence, ethics, and lifelong learning.

Debbie Dodd, PsyD

Co-Founder / Co-Director

Debbie Dodd serves as Co‑Founder and Co‑Director of the Paralegal Institute at California State University, Fresno. With over 40 years of experience as a Complex Litigation Paralegal, she brings a seasoned practitioner’s perspective to legal education and workforce development.

A graduate of San Joaquin College of Law’s first Paralegal Program cohort, Debbie went on to teach in the Fresno City College Paralegal Studies Program for nearly two decades, contributing to program growth and serving on its Advisory Board. Her Masters in Organization Development and Doctorate in Psychology reflect her commitment to understanding how people learn, grow, and thrive in professional environments.

Born and raised in Tranquillity, California, Debbie’s roots in the San Joaquin Valley shape her mission: to expand access to high‑quality legal education and strengthen the Valley’s professional pipeline. She is known for her hands‑on approach, her presence in the classroom, and her belief that strong mentorship can transform a student’s confidence, capability, and career trajectory.
